Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Department Quality Manager (DQM).

Responsibilities
Lead all aspects of the APL Quality Management System (QMS) for the Air and Missile Defense (AMD) Department and Business Area. Participate in Laboratory- and Department-level quality teams to help improve QMS and adapt it to AMD needs. Lead AMD in adopting all aspects of the APL QMS. Help programs, projects, groups, and individual contributors to adopt effective quality procedures where needed and to comply with QMS requirements. Monitor compliance, report results, propose plans for any needed improvements, and implement such plans as required. Work closely with the Managing Executive and department leadership to define the direction of AMD quality efforts. Serve as a resource for all AMD staff in implementing the QMS, helping individuals to understand the processes, find the resources they need, and tailor the processes to the particular needs of their work as appropriate. Manage and maintain AMD Quality documents, training materials, and website. Represent AMD in Laboratory committees such as the APL Quality Council (QC) and the Department Program Quality Team (DPQT) to help shape the QMS and its interpretation to make it as effective and efficient as possible for AMD efforts.

Qualifications
Required:
BS in engineering or related technical field or equivalent experience. Familiarity with and knowledge of technical disciplines, engineering practices, and technical program management. Ten or more years experience in a technical engineering environment. Understanding of general quality control issues and industry-accepted practices and procedures. Strong ability to communicate with all levels of staff to build a team environment and represent the quality efforts inside AMD and to APL teams. Ability to define and effectively lead a large, cross-enterprise effort with minimal guidance.

Desired:
MS in engineering or related technical field or equivalent experience. Familiarity of ISO 9001 and its application in an RDT&E environment. Knowledge of APL QMS. Understanding of APL and AMD management practices and systems and AMD tasks.
