Overview:  The position entails working directly with leadership and staff to examine and monitor business and industrial operations through the use of business process analysis methodology and advanced data analytics tools.   The internal consultant will be responsible for making sound recommendations to leadership on how to measure and improve process efficiency and process quality, as assigned.  Essential to this position is the ability to clearly and succinctly communicate with all levels of the organization, which is comprised of technical and non-technical personnel.   The ability to obtain a Top Secret clearance is required.

Background:   The position is located at the Quality Assurance and Liaison (QAL) Branch, within the Department of State, Bureau of Diplomatic Security, Security Technology Operations (STO) Division in Rosslyn, VA.   STO provides a broad range of technical security equipment and engineering services to ensure a safe and secure environment at 156 domestic and over 275 facilities abroad.   This includes managing and operating an extensive supply chain process.   STO utilizes a customized version of IBM Maximo for workflow and data collection, supported by SAP Business Objects for reporting.   A business intelligence platform is in the process of being selected and implemented.
QAL’s mission is to provide business process analysis, data analysis, performance assessments, and internal consulting for STO.  The position is fully funded and all work is performed at the client site.
Duties and Responsibilities:
The successful candidate will monitor and assess government and contractor industrial operations, providing technical expertise on performance and quality management.   The individual will facilitate effective communication and cooperation between the various organizational elements involved in providing products and services for STO.
This position requires the ability to obtain a top secret security clearance, and may require up to 5% yearly travel.
Specific duties include:
”    Develop, maintain, and implement data collecting, data cleansing, and data mining systems
”    Develop and utilize business intelligence and data analytics resources to provide advanced level products for QAL and STO use
”    Interpret data and analyze results using statistical techniques
”    Provide analysis of key operational factors (time, cost, resources, scope, and quality) to facilitate effective management of contracted activities
”    Assist in the creation and development of client specific performance reports to accurately identify and correct problem areas
”    Evaluate contracted operations/programs
”    Develop benchmarking activities for STO operational process improvements
”    Provide long range planning to foster innovative, functional improvements
”    Assist in the development of policies and procedures
”    Work closely with management to prioritize business and information needs
”    Provide oral and written advice to government clients on performance measures and data functionality
”    Liaison with other operational groups regarding performance and quality
”    Represent QAL at government and industry events
Qualifications:
The competitive candidate will possess at least the following:
”    Undergraduate degree in Business Administration, Mathematics/Statistics, Economics, Computer Science, Information Management, or a related field.
”    Minimum 5 years of working experience, after earning an undergraduate degree, providing business process and data analysis services to government and industry.
”    Proficient written/verbal communication skills, ability to work independently and maintain professional relationships with a wide variety of government and contractor staff
”    Knowledge of statistics and experience using an industry standard statistical package for analyzing large datasets
”    Knowledge of advanced analytics methodology in support of business processes
”    Experience with at least one leading industry analytics package, to include data management, data cleansing,  and  business intelligence analysis/reporting tools
”    Fluency in the standard Microsoft Office suite, with heavy emphasis advanced Excel skills (i.e. pivot tables, nested formulas, etc.)
Superior candidates will also possess or demonstrate one or more of the following:
”    Graduate degree
”    Certifications relevant to data analytics
”    Relevant coursework in advanced analytics and supporting tools
”    Basic understanding and use of Visual Basic
”    Experience with databases and SQL query development
”    Experience with IBM Maximo
”    Experience with Business Objects reporting tools
